Binance, the world’s largest cryptocurrency exchange, has announced a significant tightening of its regulations surrounding international crypto transactions for its Brazilian users. Starting November 1, those transferring digital currencies abroad or receiving them from foreign locations will be required to disclose the transaction details and counterparty information.
Scope of New Regulations
This regulatory change will specifically target international transfers, leaving domestic transactions within Brazil unaffected. The rules apply to various scenarios, including sending cryptocurrency from a resident in Brazil to someone overseas, making payments to foreign companies, or transferring assets between a user’s Binance account in Brazil and accounts on other crypto platforms abroad.
The initiative is linked to compliance with the Brazilian Central Bank’s regulation 521/2025, which integrates certain virtual asset activities under the country’s stringent foreign exchange control framework. Binance underlined the alignment with national financial oversight, adding, “Binance will require Brazilian users to share the purpose of the transaction and details of the counterparty in international crypto transfers.”

Withdrawal and Incoming Transfers Procedures
For outbound crypto transfers, users will need to complete a mandatory form. Binance will not authorize withdrawal requests without information regarding the purpose of the transaction and the identity of the beneficiary, who could be an individual, corporation, financial institution, or another exchange.
Incoming transfers will undergo a similar scrutiny. When a Brazilian user receives crypto from a non-resident sender, Binance will request information about the sender and the transaction purpose before crediting the user’s account. Absent such data, the transfer will remain on hold and might, in certain cases, be frozen or returned.

Mandatory Data Submission for Each Transaction
According to Binance, the data sharing requirement will not be a one-time obligation but is expected to be necessary for each transaction by users involved in international transfers. Therefore, frequent traders will need to adapt to these compliance demands for every individual transaction.
The information gathered will be reported monthly to the Brazilian Central Bank, thereby enhancing the oversight and monitoring of international transactions as Brazil continues to expand its regulatory framework for digital assets.
