Moody’s Investors Service has awarded Ripple‘s RLUSD stablecoin a long-term credit rating of A2 and a short-term rating of P1. This marks a significant milestone as it is one of the first instances where a digital asset receives an investment-grade evaluation from a major rating agency. Ripple, known for its blockchain-based payment solutions, is strengthening its status as a leader in the fintech sector.
Liquidity and Collateral Structure Stand Out
Within Moody’s methodology, the P1 rating signifies the highest level of short-term liquidity assessment. This reflects RLUSD’s strong capacity for short-term obligations, underpinning its robust cash conversion and operational reliability.
The high rating reflects Ripple’s collateral and operational arrangements under U.S. jurisdiction. Their reserve strategy aims for a perpetual 103% over-collateralization, comprised exclusively of U.S. dollars and short-term U.S. Treasury securities.
Moody’s designated RLUSD’s short-term rating as P1, positioning it as the highest liquidity assessment within its methodology.
Bank of New York Mellon has been chosen as the principal custodian for the reserves, with a strict $50 million cap on cash assets held at third-party commercial banks. This amount is safeguarded in a segregated account by BNY through government securities.
Redemption Mechanism and New Banking Initiative
Ripple’s subsidiary, Standard Custody & Trust Company, is tasked with converting tokens to fiat currency on a one-to-one basis for verified institutional clients within two business days. This mechanism bolsters operational assurance during the RLUSD redemption process.
Another expansion vector is Ripple’s banking enterprise. On October 26, the Office of the Comptroller of the Currency (OCC) in the U.S. granted Ripple National Trust Bank its final operational approval. Acting as the regulator for national banks, the OCC aims to enhance security chains by managing custody and oversight in stablecoin reserves.
While maintaining the long-term A2 rating, the primary barrier to potential upgrades is identified as legal structural vulnerability.
Legal Risks Hinder Potential Rating Upgrades
Despite receiving positive ratings, Moody’s highlights ongoing limitations. The most pressing vulnerability lies in the legal framework; namely, the issuer of RLUSD is not fully insulated from the bankruptcy risks of its parent company, Ripple.
Additionally, RLUSD holders do not have direct claims over assets held at BNY Mellon. In the event of a court-issued cessation order against the issuer, the conversion mechanism for tokens would automatically be suspended.
Moody’s analysts emphasize that rectifying this legal weakness could be a key catalyst for potential credit rating upgrades in the future. As such, the investment-grade rating for RLUSD hinges on legal segregation progress, despite its strong reserve and liquidity structures.
