Hawaii Implements New Crypto Kiosk Restrictions to Mitigate Scams

Starting on October 1, Hawaii will enforce a ban on cryptocurrency kiosks that exchange US dollars for cryptocurrencies. This action follows the signing of Act 224 by Governor Josh Green on July 9, aiming to bolster consumer protection in the state. The legislation specifically targets cryptocurrency kiosks, making it illegal to use them for buying digital assets like Bitcoin or Ethereum with cash. Each breaching transaction is deemed a separate offense under the new law.

What Does the Law Entail?

The revised statute allows other types of transactions at these kiosks. Residents can still exchange one digital asset for another or sell their crypto for cash. However, they remain restricted from purchasing digital currencies with cash at these machines. The primary goal of this measure is to reduce the potential misuse of kiosks, which have increasingly been employed in scams, often aimed at older citizens.

Can Scams Be Curbed?

According to a report from a legislative committee, a worrying 93% of transactions at crypto kiosks in certain investigations were connected to fraudulent activities. The FBI recorded 92 complaints from Hawaii in 2025, with losses surging to $3.85 million. Total crypto-related losses reported by Hawaiians hit $80 million in those twelve months.

Communities reported that elderly individuals (kupuna) are frequent users of these kiosks, often appearing anxious or distressed during transactions. This has been a point of concern for local authorities, including Hawaii’s banking commissioner, Dwight Young, who noted the appeal of these machines to criminals due to their transactional anonymity.

Besides Hawaii, states like Texas and Delaware are evaluating similar measures, with Texas considering a ban after incurring $57 million in scam-related damages. Regulation advocates believe that Hawaii’s measures will safeguard older adults by preventing cash-for-cryptocurrency purchases, which are often vulnerable to fraud. This proactive approach by state authorities marks a vital step in combating crypto-related scams and protecting its citizens.
