During a digital asset event held in Kansas City, he emphasized that solutions with technological superiority will prevail in the long term, even if the Act does not pass in the U.S. Congress.

Garlinghouse reaffirmed his support for the Clarity Act but assured that its potential failure would not halt the industry’s forward movement. Ripple, recognized for its cross-border payment networks and corporate blockchain solutions, has consistently called for clearer regulatory frameworks in the U.S.

Brad Garlinghouse stressed that superior technologies often come out on top, indicating that the crypto sector isn’t solely reliant on any single legislative success.

He noted that the existing financial systems struggle to keep pace with rapid technological advancements. Furthermore, he questioned the potential for the U.S. to cede its leadership in this domain to overseas markets, underlining the strategic importance of regulatory clarity for the nation.

Critical Senate Vote

The Clarity Act faced a crucial procedural vote in the Senate on Tuesday. This vote assessed whether the bill could begin formal discussions. At 2:15 PM Eastern time, the Senate planned to vote on a cloture motion aimed at advancing the bill.

The road ahead for supporters is challenging. Although Republicans hold 53 seats in the Senate, advancing the bill requires 60 votes, necessitating support from at least seven Democratic or independent senators. Current indicators suggest this support hasn’t been secured.

The outcome may be summarized in the following key points:

  • Republicans control 53 Senate seats.
  • A total of 60 votes are needed to advance the bill.
  • Seven additional votes from Democrats or independents are required.

Ahead of the vote, Republicans introduced significant amendments to the bill, incorporating 126 material changes requested by Democrats. However, certain Democratic senators have expressed that these concessions fall short of expectations.

Garlinghouse urged senators not to let the pursuit of a perfect bill hinder practical compromises, noting substantial concessions made during lengthy negotiations.

If the bill fails to pass this stage, it would not be entirely discarded, yet the nearing midterm elections limit the time window for passing comprehensive legislation. This compresses the timeline for the Clarity Act even further.

Despite the high-stakes legislative process, Garlinghouse believes the industry’s fate does not solely hinge on the Clarity Act. He asserts that the future of the cryptocurrency market will largely be determined by the advantages of speed, efficiency, and usability offered by technology.
