Russia has embarked on a significant shift in its approach to digital currencies with President Vladimir Putin signing the country’s first extensive cryptocurrency law. Designed to regulate various aspects of the digital currency landscape, the law introduces governance for exchanges, custodians, brokers, and mining. From the issuance to the trading of digital assets, these processes will now operate under heightened government scrutiny.

What New Regulations Affect Crypto Businesses?

Beginning July 2027, Russia will impose stricter requirements on operations involving cryptocurrencies. Only state-registered entities will be licensed to facilitate crypto exchanges, these entities needing a minimum capitalization of 15 million rubles. Membership in a self-regulatory organization will also be compulsory.

Firms involved in high-volume transactions beyond 3.5 million rubles monthly must adhere fully to these new operating rules. Additionally, banks have been instructed to halt transfers involving suspected unapproved crypto services, a measure aimed at combating illicit financial activities.

New Rules: How Do They Impact Crypto Use?

Despite this regulatory momentum, cryptocurrencies will not gain legal tender status in Russia. The banking sector retains the ability to intercept transactions that link to unlicensed crypto providers, maintaining a safeguard against unauthorized market participation.

Retail investors can access approved, highly-liquid cryptocurrencies through certified intermediaries, with an annual cap of 300,000 rubles per intermediary. Both retail and certified investors must undergo competence tests, although the latter face no purchase limits.

Regardless of prior disclosures, crypto asset holders will now benefit from judicial protection under this new legislation.

  • Digital assets can’t serve as legal tender within domestic transactions.

Implementation of these provisions will synchronize with the rollout of Russia’s digital ruble. By September 1, the Central Bank demands readiness from all financial institutions to incorporate this national digital currency into existing systems, using it to bolster the financial infrastructure.

This legislative initiative underpins Russia’s effort to control digital asset circulation while reinforcing the digital ruble as central to its financial ecosystem.

Facilitating international trade amid sanctions, the law allows cryptocurrency transactions for foreign trade but continues to outlaw domestic use as money. Observers believe these foreign-focused exceptions will attract scrutiny from international regulatory bodies. Legal frameworks aim to offer Russian cryptocurrency proprietors protected transactions while permitting state oversight over digital cash flows.
