Sberbank, Russia’s leading banking institution, is slated to introduce a cryptocurrency trading platform alongside a digital depository by December 1, 2026. As the nation embraces digital currency under a new legislative framework, Sberbank’s initiative is poised to redefine crypto engagement in Russia.

How will new legislation reshape Russia’s crypto landscape?

The recently approved “On Digital Currency and Digital Rights” bill is set to bring significant shifts. Once sanctioned by the Federation Council and President Vladimir Putin, this legislation will introduce a comprehensive regulatory environment for cryptocurrencies in Russia. Citizens will experience new standards for purchasing digital currencies, and intermediaries will need licenses. Nonetheless, the domestic use of digital assets for everyday transactions remains prohibited.

Currently, Russia operates within a fragmented regulatory framework encompassing tax, anti-money laundering, and mining regulations. This complexity demands that businesses adhere to multifaceted rules, often turning to crypto as a solution for international transactions amid sanctions.

How is Sberbank advancing its crypto infrastructure?

In developing its platform, Sberbank targets a comprehensive crypto management system. The infrastructure promises to record and manage client crypto assets through a digital depository, facilitating non-blockchain transactions. By the end of 2026, this system aims to revolutionize how client orders and digital exchanges are conducted.

One of the key elements of the new infrastructure will be a digital depository, which will maintain records of clients’ cryptocurrency rights and account for transactions outside the main blockchain. It will also facilitate transactions on active wallets to fulfill clients’ currency transfer orders. Sberbank plans to implement the necessary infrastructure for cryptocurrency trading and launch the digital depository by December 1, 2026.

There’s substantial regulatory groundwork to cover, specifically in transitioning to licensed services and intermediaries. Sberbank is committed to contributing its expertise and insights to advance this regulatory milestone.

A large number of bylaws necessary for building the infrastructure and technological base—from depository and accounting systems to licensing new types of intermediaries—remain to be developed and adopted. Sber is ready to continue sharing its expertise and actively participate in this work.

  • Sberbank holds a strong position in Russia’s digital financial market, handling digital financial assets linked to Bitcoin and Ethereum.
  • The bank concluded a loan trial using crypto assets, evaluating the underlying risks and necessary processes.

Once the new law is in force, exchanges and brokers will need appropriate licensing. The Bank of Russia will regulate and monitor these entities to ensure compliance. As retail investors face capped annual purchase limits, qualified participants will enjoy unrestricted transactions, underlining the contrast in regulatory considerations.

Should the Federation Council authorize and Putin sign the reform, key legal elements will be activated on September 1, 2026, heralding a new era in Russia’s digital asset domain.
