A significant parliamentary inquiry has been initiated by a multifaceted group of UK legislators to tackle the ongoing banking hurdles that crypto and digital asset companies face. This inquiry is set to examine the difficulties these businesses encounter when opening bank accounts and the restrictions placed on crypto payments by major financial institutions.

The Crypto and Digital Assets All-Party Parliamentary Group (APPG), led by Lord Vaizey of Didcot and Labour MP Gurinder Singh Josan, has embarked on this inquiry shortly after the UK rolled out its new cryptocurrency regulatory framework. The group aims to determine if these banking issues could obstruct the UK’s goal to become a leader in the global digital asset arena.

APPGs serve as informal cross-party assemblies addressing various interest areas within the UK Parliament. The Crypto and Digital Assets APPG is primarily tasked with exploring issues related to cryptocurrencies and digital assets.

Challenges for the Crypto Sector?

The inquiry comes amidst complaints from UK crypto businesses struggling with accessing banking services. Major banks like HSBC, Nationwide, and Santander have reportedly imposed limits on crypto transactions. The APPG aims to evaluate the appropriateness of such restrictions and their broader implications on consumers, competition, and innovation.

Research by the UK Cryptoasset Business Council indicates that bank interventions have adversely impacted crypto activities. A prior APPG inquiry also highlighted these difficulties, urging immediate remediation to support the UK’s ambition of establishing a robust digital asset framework.

  • 40% of crypto transfers face bank blocks or delays.
  • 70% of crypto exchanges report negative impacts from banking restrictions.
  • HM Treasury and FCA acknowledge the challenges and are advocating for change.

Economic Secretary Lucy Rigby has reassured that regulated crypto firms should not experience bans on financial services purely based on their sector. The government expects financial institutions to adhere to this guideline with the new regulatory framework.

Regulated crypto businesses should not face financial service bans due to their nature, according to the latest government stance.

The APPG will also explore international responses to these banking issues. The US, Hong Kong, Australia, and the EU are under scrutiny to understand global banking strategies for digital assets. Notably, in the US, ‘Operation Chokepoint 2.0’ reportedly coerced banks to distance themselves from crypto firms.

Submissions for this inquiry are open until August 31, with findings expected before the UK’s updated crypto regulations take effect in October 2027. This investigation aims to shape policies that enable banking fluidity for digital asset companies.
