In a bold strategy to tackle crypto-enabled scams, the United Kingdom has unleashed comprehensive sanctions against fraudulent networks operating across Southeast Asia. These sanctions aim to dismantle intricate, transnational crypto fraud schemes, as highlighted by British authorities.

Who is Xinbi and Why Were They Sanctioned?

One key target of these measures is Xinbi, a crypto platform predominantly in Chinese, known for allegedly fostering illegal financial activities. Xinbi has been accused of being a conduit for sending stolen private information and providing communication technology to scam syndicates. Reports from Chainalysis have pegged Xinbi’s transactions at a staggering $19.9 billion between 2021 and 2025, raising alarms about its links to money laundering and illicit crypto trades.

Having been sanctioned, Xinbi stands out as a pivotal entity in enabling scams that affect innocent individuals and businesses in Southeast Asia. This move marks the UK as the initial nation to formally penalize Xinbi, emphasizing the severity of its potential impact on financial crimes.

Which Organizations Are Seeing Impacts from Sanctions?

Deepening the crackdown, the UK has also set its sights on Legend Innovation Co. Identified as the force behind Cambodia’s largest scam operation, “#8 Park,” this organization is linked to forced labor involving up to 20,000 trafficked individuals. The firm’s director, Eang Soklim, along with associates Thet Li and Hu Xiaowei, are now under sanctions for their roles in facilitating significant financial infractions.

This follows a backdrop of increasing evidence connecting Southeast Asian scam centers to international fraudulent endeavors. Cambodian conglomerate Prince Group also comes under scrutiny, having business interests intersecting with alleged crypto scams.

Previous British interventions led to massive raids and property seizures, amounting to over £1 billion. Assets included UK properties and luxury items like a helicopter. The current sanctions will see further property restrictions implemented.

“Our Online Crime Center and support of the INTERPOL Global Fraud Taskforce mark our commitment to shutting down criminal crypto operations worldwide,” remarked Fraud Minister Lord Hanson.

Cambodia’s government has responded vigorously, launching its largest campaign against online scams. Authorities have executed raids on approximately 2,500 sites, dismantling operations and liberating tens of thousands of victims trapped in forced labor.

These sanctions exemplify a determined effort by the UK to strengthen regional anti-fraud measures and disrupt Southeast Asia’s burgeoning illegal scam ecosystem.
