Vietnam is taking significant steps to regulate its burgeoning cryptocurrency market by introducing penalties for unauthorized digital currency transactions. As part of a five-year initiative, the government aims to manage most crypto activities within licensed local platforms. This move targets investors, service providers, and token issuers to ensure compliance with emerging regulations.

What Does Decree 284 Entail?

Decree No. 284/2026/NĐ-CP, effective from September 1, marks a crucial step in Vietnam’s regulatory framework. It sets forth fines for unlicensed trading and failure in essential client verification processes. The Ministry of Finance oversees it, imposing fines from 30 million to 50 million dong for trading on unauthorized platforms.

Enhanced measures are in place for those involving restricted foreign assets, with penalties soaring to 100 million dong. Through these rules, Vietnam seeks to curb unregulated capital flows and mitigate risks associated with high-risk digital assets.

How is the Market Adapting?

The government is encouraging a shift from offshore to regulated domestic exchanges. Earlier efforts this year scrutinized restrictions on international crypto trades, emphasizing enhanced oversight and capital control. The state’s objective is clearly toward tighter supervision of digital asset activities within its boundaries.

Initially, the pilot program will grant licenses to select platforms, including units of established banks like Techcombank and VPBank, alongside major firms such as VIX Securities and Sun Group. This step is part of strengthening market infrastructure.

  • Authorized institutions must verify customer identities or face fines between 50 million and 70 million dong.
  • Operating without appropriate licenses, or unauthorized marketing, results in heavier penalties of up to 200 million dong.
  • The Vietnam Securities Commission manages an application process for trading licenses.

Vietnam’s effort to regulate the crypto market is part of a broader attempt to formalize digital asset trading. While implementing licensing and AML measures, Vietnam maintains a leading position in global crypto adoption, ranking fourth worldwide, with significant transaction volumes documented.

These new regulations aim to ensure that both domestic and international market players comply with Vietnamese laws, guiding trading practices toward legal, regulated channels.
