In a significant move to combat fraud, Brazil’s Central Bank has announced forthcoming regulations set to delay cryptocurrency transactions over $10,000. Slated for implementation in 2027, this measure aims to allow a maximum of 24 hours for compliance teams to verify the legitimacy of such transactions.

Transactions exceeding the $10,000 mark will undergo stricter scrutiny, whether they are individual transfers or a sum total of multiple transactions within a single day. This includes remittances to international Virtual Asset Service Providers (VASPs) and transfers to self-custody wallets. Notably, transfers under this specified limit will not be subjected to these delays.

According to the Central Bank, the intention behind the delay is to facilitate a thorough review process, which could be crucial in identifying fraudulent activities. It will also provide financial institutions the flexibility to extend this period if the transaction demands further investigation under internal risk protocols.

The Central Bank acknowledges that “digital currencies and stablecoins are increasingly being used by fraudsters, thanks to the ability to quickly transfer funds across borders.” This measure is seen as a preventive step to enhance oversight.

The regulation comes as part of a larger framework started in 2023, requiring all crypto exchanges in Brazil to register with the Central Bank, marking a stride towards better control over the evolving crypto landscape in the nation.

Before the new regulations kick in, Brazilian crypto exchanges and VASPs will need to bolster their systems for tracking transactions. Instituting enhanced monitoring mechanisms, businesses will have to pinpoint when a customer crosses the daily threshold and look for efforts to bypass the new stipulations.

The consolidated approach to transaction monitoring is expected to yield valuable insights into customer behavior, particularly for clients who execute numerous high-value transfers in quick succession, thereby strengthening the detection of suspect activities.
